This is a a development board for the ATtiny85. Before using the ATtiny with this, you need too bootload it. This article by Ashish Choudhary will tell you how to bootload it and use it: https://circuitdigest.com/microcontroller-projects/attiny85-ic-programming-through-usb-using-digispark-bootloader. To place the ATtiny85 on the board, align the dot on the ATtiny with the cirle on the PCB then put it in the IC socket.
