I want to make a PCB of this shape; this is a rectangle with round cutouts.

I'm using EasyEDA to draw it.

Can JLCPCB manufacture it if I design it as a rectangle on "Document outline" layer with drill holes added on edges?

Or do I need to draw a complex shape on Document layer with no holes on edges?
