What is the best way to add text comments to the project?

My target is to add comments and remarks, with design considerations, ideas for the future, what was fixed in previous revs, what to be fixed in future revs, etc?

Untill now I added a spare sheet with text comments on it, which is not comfortable for editing, porting to other apps etc.

Is there a way o tadd a tect file to the project?
