PCBAvoiding vias where copper is exposed

Hi !

I'm trying to design pads for rubber pads keyboard (like some phones used)

So I exposed copper on top solder mask layer.

 

But the automatic routing seems to put vias where the copper is exposed. Is it a problem for short circuits ? is there a way to avoid it ? Thanks !

 

I joined an image of the PCB I try to reproduce and an exemple of "vias where copper is exposed" 3D render of EasyEDA (it is an example from existing circuit to show the fact of vias on copper).
