This circuit includes Li-po/ Li-ion batery charging chip bq24075 chip with the following features
1) Precharge condition at 2.9v to 4.16 to 4.23V AND precharge current can be set ref(pg13)
2) Constant charge current from 100mA to 1500mA ref(pg13)
3) Vo is regulated from 5.4V to 5.6V
4) Short circuit protection threshold 2.9V to 3.1V
