STD top layer pad overrides bottom layer track

Set Bottom layer as working layer;
On each of 1, 2, 3, 4 and 5:
Press W to start new track;
Click on blue track anywhere it
crosses the top layer pad and then
pull a track out to the left or
the right.
Note the behaviour at location 5.
Also: the same behaviour is demonstrated when working in bottom layer with pretty much any blue bottom layer track crossing a red top layer pad in the PCB in the user's public project:
